Stormwater Master Plan

How does a public authority who manages stormwater do it in an organized manner under high pressure and short time frame? Why don't we throw in a few extra challenges

1.  Large and, quickly intensified residential developments;
2.  Large medium to heavy industrial factories;
3.  Historically scattered management approach;
4.  Lenient or lack of Land Development Controls;
5.  Governance that does lacks capacity in organized planning;
6.  Large range of soils from coastal sands to shale and
7.  Other smaller easy to manage issues.

This is the best opportunity to do it right. It just needs a good understanding of the approach for High Level PLANNING, instead of a Detailed Plan.

Newsflash: DPM says no more hillside developments

His comments are just proves that political weight is supposed to be still relevant in this globalised world. He is almost indirectly protecting the non-performing, cowardly government officials in regulatory roles who are not aware of their roles. Perhaps they might have been under-qualified. I think perhaps is an understatement.

The politicians are unware of the importance of those in regulatory roles. The councils, dewans and majlis are white elephants if policitians can push them around. If politicians gets the last say despite being presented with the evidence, it is either the politicians who are thick or the government officials on the ground who are incompetant.

Food for thought, why should the rakyat still continue to pay cukai pintu and/ or cukai tanah which partially funds the salaries of these officers when firstly, they might be not competant; secondly, if they are sufficiently competant and has the courage to speak up, they cannot stick to their opinions; or thirdly, if their expert opinion bears no significance to any decision the politicians make. What is the purpose of having a regulatory governmental organisation that does not work for the good of the rakyat paying for it?
